5. I am of opinion that the Collegiate Institution when once established should soon become self supporting, the class of Chinese requiring higher education being able and willing to pay for it.
6. I am opposed to the maintenance of a separate Normal School, believing that the Head-master of the Collegiate or Principal School could also train young men to become teachers if desired.
7. In reference to clause 5 of the Report, I think it is distinctly shown by the evidence before the Commission that Chinese will not attend an elementary school where English is taught by a Chinaman. They believe that no Chinese are competent to impart a thorough and idiomatic knowledge of the English language. I would therefore suggest that in all the elementary schools, and indeed in every educational establishment in the Colony, English should be taught only by qualified English masters.
